The Meaning of This Quote

This quote is from the famous novel by J. R. R. Tolkien, The Lord of the Rings. It explains the one, powerful Ring of Power that was made by the Dark Lord, Sauron. This ring has magical abilities and can control all of the other rings created in Middle Earth. The first line of the quote states that there were 3 rings for the Elven-kings, 7 for the Dwarf-lords and 9 for Mortal Men, all of whom were doomed to die.
